I did this and my email is correct and has been. I simply did not get the invoice this month. Can you resend my invoice and /or let me know in qbo where to download it myself manually

To single out this issue, let's use another supported browser like Chrome or Mozilla Firefox. You can also check your billing details by logging in to your account through this link: https://qbo.intuit.com/app/paymentHistory.
If you're still unable to retrieve it from there, I'd recommend you contact our Customer Care team. Then, follow these steps below to get in touch with our support agent through chat:
Our chat support agent will join you shortly. Please have your account details ready for quick verification. They can help you check what causing the issue to happen and help you fix it. They can also submit a request to investigate the problem whenever necessary.

My question is specifically for the charge for 1099 filing, which I have done through Quickbooks. It's mentioned as "INTUIT PAYROLL" on my credit card statement, but:
- it's not in the QBO payment history
- it's not emailed to my user / company email
- if I search for "payroll billing summary" report there are no hits, the report doesn't seem to exist
So it's not clear where to find this invoice.

I know this will benefit you deem this expense well to attach the 1099 receipt. To locate where the 1099 filing charge goes and help you get the exact invoice from Intuit, I'd recommend contacting our Care Support team.
They have the right tools to pull up your account to a secure environment. From there, our live agent will help review and locate the bill and charge for the 1099 filing. Also, you can conduct a share screen to let them know and take screenshots of your concern.
