I'd like to share some insights about the availability of the 941 forms in QuickBooks Online.
At this time, the 941 form isn't available in the system. We are still processing it with the IRS to ensure its accuracy. Rest assured that you'll be notified in the Payroll Center whenever it's already accessible.
I'd suggest checking out this article from time to time: Forms Unavailable. This way, you'll be able to determine the types of forms that are not yet available in the system.
If you wish to submit the form now, I recommend manually filing it to the IRS. You can run payroll reports to serve as your reference. You can utilize the 941 PDF return so you can manually enter the information, then click the Download or Print icon afterward.

@BettyJaneB Unfortunately, none of us here are paying QBO monthly fees to manually, snail-mail file our quarterly Form 941. We're paying QBO to e-file, and as of now, QB still does not have the 2020 Q2 Form 941 available to e-file.
