The reason you're seeing it is because there was no 940 tax payment recorded for the prior year. Let's review it first to see the tax liability period by clicking on the notification link in your Dashboard. Record it as historical tax payment (given that it was paid outside QuickBooks).

I have had this same issue so I followed the steps provided. I started with 8 tax payments on the Task List on the Dashboard. After entering them I'm down to 3 and those 3 appear on the list for the prior period (because I entered them). What could I be doing wrong?

If this is done, won't the "View tax payments you have made" option show incorrect information? Will the payment his the general ledger?

Yes, the View tax payments you have made section will show the complete information of your payments. However, editing manually recorded payments isn't an option in QuickBooks. You can only delete them.
On the other hand, there was a ticket (INV-14476) created about 940 still showing up on the Dashboard after the tax payment is made. Therefore, your general ledger isn't affected by this.
Our Product Team had resolved this issue. If you're still seeing a due on your Dashboard, I recommend contacting our QuickBooks Online Payroll Team. They have the tool to check and verify your payments to ensure your taxes aren't affected.
