I appreciate sharing what happened with our QBO Care Team. Aside from enhancing the product’s features, we do the same thing with our line of support.
Your voice is important because it guides us on what areas we need to improve (product and support).
In regard to your concern, you’ll still be able to bring multiple receipts in QBO. All you have to do is to’s attach the transactions or send them in the body of an email.
Here’s how:

The original question states that we need directions for how to EXPORT expense receipts from QB online.
Please help! The instructions online do not work as there is no option for RECEIPTS under the REPORTS tab.

I can see that you're following the article for QuickBooks Self-Employed in exporting receipts in bulk.
If you're referring to the receipts attached or uploaded in QuickBooks Online. You'll want to go to the Attachment page and Export from there. I'll guide you how:
Also, the option to export attachments is limited to 200MB. This is to make sure to avoid lagging issues while exporting files to Excel.
You can also export other data from your company by following the steps in this article: Export reports, lists, and more.
