I really don't see the appropriate topic for this. I am new to QB a few months ago and the help file would be helpful if I could access it. When I open "Help" from the icon bar at the top nothing comes up - only a blank white box with a ? mark that you can't enter anything in. Is there a file that may not have been installed?

There's no file that you haven't installed, ImaBassetcase.
You may be experiencing some data damage. That said, you can run a well-data checkup to make sure your company file is error-free.
To start with, click the File menu. Then, under Utilities, select Verify Data. If you see a specific error message, try searching for it in our QuickBooks Desktop support site for instructions to fix it.
If you see a message stating Your data has lost integrity, it indicates data damage. With this, you'll have to rebuild the file. You can do this through the File menu, select Utilities ,and then Rebuild Data.
Afterward, try clicking the Help menu again and check to see if you're able to see the options under that menu.

Nope, sorry that was not the issue. Ran the utilities and it came up with no issues found.

Once done, restart your desktop first before working again with QuickBooks. Then, right-click on the QuickBooks icon on your Desktop, select Run as Administrator to access the Help menu.

Thanks for your assistance. I've updated and have the tool hub from another issue. I will follow all these steps later, but right now I just don't have the time.
