The option to upgrade QuickBooks Desktop data into QuickBooks Self-employed (QBSE) is unavailable. The QBSE version is for self-employed individuals.
As a workaround, just manually add transactions into your account. You can also import old transactions from your bank into QBSE. Just follow the steps and details in this article: Add older transactions to QuickBooks Self-Employed.
For more details about export/import limitations, check out this article: Self-Employed: Import, export, and conversion limitations.

You can only migrate QB Desktop to QB Online.

Should you prefer migrating to QBSE, utilize TP Exporter to export data out from your QB Desktop data file and import them to your new QBSE account.
