Let's try to do basic troubleshooting to isolate if this is a browser-related issue. Start with logging in to QuickBooks Online through an incognito window.
Then, try to update the billing information again. If you've successfully update the info, access your account using the original browser and clear the browser's cache. You can also try using a different browser.

On my page the circles just go round and round. It never changes.
Does it cause the same error after following the steps above, SCtuition?
