Troubleshooting: On program load "Server Busy"

I'm trying to open QuickBooks 2010 after a failed attempt to update to a newer version. After reinstalling it, any time I load the program, before it even loads all the way, I get a server busy. I've tried various portions of the Quickbooks ToolHub as well as uninstalling and reinstalling. I've followed all of the first page search results for the error; windows is up to date and Update is not running, nothing else is running when opening Quickbooks, restarted PC serveral times, etc. Closest I've gotten is ending all Quickbooks related processes in Task Manager and hitting "retry" where it loads; but once the company file is loaded the error returns and nothing can be done.
Worked on this computer before, still works on other computers in office. Please advise.

Upgrading your QBDT 2010 to a newer version is a big jump. This means you have to convert your data files in stages and install a trial license from 2010 up to the newer version. Moreover, I recommend contacting our live support team to help you with this.
