Other options to reset the password of your QB Desktop file:

1. Contact Support and ask for Data Service

2. Purchase a 3rd party password removal service. 

I  got the same message. I tried to get help from Customer Service and they were not able to help me.

Then I decided to try to turn FireWall protection off for a few minutes and it worked.

Turning off the firewall allowed me to change the password.

trying to login to quickbooks payroll  account and billing    it will not let me  change password  said contact intuit
