Ignore it. As long as you can still run your QBD program you should be fine. You may experience problems if you reinstall the program or move it to another computer.

Prompting to Upgrade QuickBooks Desktop is to keep using the product with its latest functions and features. Version 2017 is no longer supported, just disregard it. Unsupported QuickBooks versions don't have the option to do online services. As long as we can still open the file, everything is good.

I agree with Fiat Lux- ASIA, you'll want to keep IE as the browser when using QuickBooks Desktop as long as you can run QBD.
You can refer to this page, Upgrade Internet Explorer to open QuickBooks Desktop in case you're having issues with the IE.
