It's been an issue for 20 years. Doubt a fix is coming anytime soon.

I have some insight to provide you regarding your concern about the amount limitation.
QuickBooks Desktop has a limitation when printing payroll forms. It can only print up to $9,999,999.99 only in any of the boxes.
Right now, there's no update yet from the product developers as to when this will be available. I believe the more flexibility the product has, the more it will appeal to the audience.
That said, I'vee added this request to our own internal product enhancement list, which we send directly to them. You can also send feedback by clicking the Gear icon and selecting the Feedback option.

We're unable to provide the exact date to when this will be added, though. Rest assured, our software developers are already reviewing the feature.
For now, you'll want to download the 940 form from the IRS website, then manually submit it.

The year is 2021 and still no fix from Quickbooks for this problem with the 940 only allowing 9,999,999.99 in Total payments to employees. Seems like Intuit doesn't mind large employers leaving to find a new software co for accounting purposes. Had the same issue with turbo tax. Bummer. time to leave QB after 18 years as a dedicated customer.
