Beforehand, may I know if you have selected the shipping and handling items when entering your transaction, or did you manually enter it by typing the item name? What specific error message have you encountered?
Usually, it will show up, and you can select it in your transactions if you have already saved it from your item list. That said, I suggest reviewing if your shipping and handling items are active from the Item List menu.

Before we proceed, could you please confirm whether the item is active or inactive? If it's active, you shouldn't get an error message saying you need to add to the list again. That said, you can review the Item List on how they're set up in QBDT. You can also add a screenshot for visual reference.
Also, I recommend updating your QuickBooks Desktop (QBDT) to the latest release to keep your software up-to-date and get the latest features and fixes.
Additionally, you can rebuild and verify your data to find and fix any damaged data in your company file. It also allows your QuickBooks software to refresh and update the data inside the company file. Make sure you have a copy of your data available for future use and protection by backing it up securely before continuing.
