Budgets are always based on your fiscal year / reporting year.
If your budget starts in January and your fiscal year does not, then your fiscal year is not set up correctly in QuickBooks. To change your fiscal year, pick Company | My Company from the QB Menu, then click the little fork (supposed to be a pencil, but it looks like a fork) and change change the year under Report Information:
Then when you set up a budget, the months will match:
