You may install QBD on any VPS service but I wouldn't recommend to do so. Once you encountered any technical issue with QBD, they won't help you and you have to resolve by your own effort with Intuit Support.
You may have 2 options:
1. Deploy a private cloud. You may combine LAN users and remote users working on the same file at the same time.

2. Put your license and company file(s) on an authorized QB cloud hosting.

I install QB Enterprise Desktop database with public hosting ( Cloud Server) such as AWS and Azure but only one work-station can access to the company file not allow the multi-users. I talked to lot of Intuit QB Reps / Expert and they took my screen sharing of my cloud server and work-stations. But they couldn't solve issue. Even I tried all possible tech help found in web-blog and videos' .
QB Enterprise 22 run as multi-user successfully from Remote server when it is installed in physical server .
Which Azure service did you try? Azure VM or else?

I appreciate all your efforts to install QuickBooks Desktop (QBDT) in hosting successfully. I wish you didn't overcome all these hurdles when installing the QBDT Enterprise database with hosting.
Since QBDT multi-user functionality works on a remote server, we need to investigate the cloud database further. It may be possible that shared hosting may have a problem, and I recommend that you speak to your provider. They can review your installation settings or process and provide additional troubleshooting steps.
