You can still install QuickBooks Desktop 2021 using the Ventura Mac OS. As long as the OS has the minimum Mac OS X v10.15.

It does run; however, there are some bugs present.
For example, when I click on the "Invoices" button in the ribbon, it opens a tab with the "Invoices" open but also opens 14 untitled, apparently empty tabs as well. If I click on any of these unnamed tabs, the window closes entirely. I can close the tabs, but only if I am careful to not move the mouse and accidentally click any of the unnamed tabs, which again closes the window completely.
This exact same behavior occurs with "Write Checks" (which opens 13 tabs, instead of 14), "Enter Bills" (which opens 9 tabs), and "Online Banking" (which opens a blank tab, then a tab with "Account Association," and then 3 more blank tabs).
The application still works, so far as I have used it anyway, it's just exceedingly annoying to deal with these spurious, empty tabs.
Version is 20.0.9.982 R10, which the updater says is the current version.

For now, I also suggest running the Verify and Rebuild Data Utilities in QBDT for Mac. The Verify Data utility identifies any potential data damage problem that might've caused some unusual behavior like opening empty tabs. While the Rebuild Data utility repairs damaged data in your company file. Beforehand, you'll have to secure a backup copy of your company file.

I have run the Verify Data tool, which initially found an error. I then made a safety backup of my company file, and ran the Rebuild Data tool.
After that, I reopened the company file, and ran Verify Data again, which reported no errors.
I then clicked on Invoices in the ribbon, which did the exact same thing again: opened the Invoices in a tab, and 14 empty, untitled tabs after it.

Yep - the tab thing is a bug on Ventura (whether it is Apple's or Intuit's is a matter of conjecture). The good news is we have fixed it and have already released the update for QB Mac 2023 yesterday that fixes all the known Ventura issues. We'll be releasing updates to older supported versions of QB Mac as soon as possible. Until then you should wait to update to Ventura. The known issues are mostly UI related but annoying to work with.
When you see an update is available in QuickBooks you'll know that version has been upgraded. The update check is only done at launch so Quit and Relaunch QB every day or so to check.

But QuickBooks Desktop Mac Plus 2023 is not really a one time payment DESKTOP version, correct? It's subscription based. The word DESKTOP to me always meant non-subscription nor online.
If it's not subscription base, I am interested in upgrading for sure.

They add the word "Plus" after Pro, Premier, and Mac to indicate that the license is subscription-based. They no longer offer QB Desktop with a one-time license since the 2022 version was released. The era of perpetual licenses is officially over.
