I have a printer set as default, but when i bring up the pdf file - that printer does NOT show up on drop down at all.

That's a good start, but then you didn't actually explain how to set up different printers for different actions in QuickBooks. You know, like in desktop where each type of thing you print can be set up with a different printer - and options for that printer are also saved.
Instead, all you did was show how to pick a different windows printer each time you print something, which is not what the OP asked for.

Your feedback is valuable, and I’m here to share information about printing checks in QuickBooks Online (QBO), @Longandlost.
Currently, the option to set up different printers for different actions is unavailable in the QBO version. Also, the printer options are managed through your browser’s print settings rather than within the application itself. Unlike QuickBooks Desktop, which can remember specific printer options for different tasks, QBO relies on your browser’s print settings.
To work around this, make sure your printers are installed on your computer. Then, each time you print checks or other documents in QuickBooks, select the appropriate printer for that action and adjust settings as needed.
