when I go to help and put in the issue and go to contact us, schedule a callback is not one of the options. It's usually there

Before routing you to our phone support, may I know your goal and the contact reason for reaching them? Rest assured, I'll get back to you with a resolution and fix that's relevant to your concern.
They are available by using the Get a callback in the Help menu. The severity of the concern may help you pop this out from the choices on which way you can contact us.
For example, an account billing problem, online payments like ACH, and electronically paying payroll taxes may help you trigger the Get a callback option. Here, I've tried to type the "contact support" as my concern, and it makes this option appear from the selection.
