As an initial step, let’s check to see if the browser has a full cache. This can often cause errors and prevent web pages from loading properly.
To start with, please open QuickBooks in a private or incognito window. This prevents the browser from saving your browsing data.

Once signed in, go back to your 1099 and file them from there. If it rectifies the issue, go back to your main portal and clear its cache to remove the browser's history or you can press CTRL+Shift and Delete key on your keyboard altogether. You may also try accessing your account using another supported browser.

I tried all of the recommended steps for issuing 1099s, including trying 3 different browsers in "private" mode and clearing cache/cookies. All of the 1099 data for contractors has been verified 3 times and there is no missing data. I need to submit the very late 1099's online since I do not have paper forms. Please advice.

You can perform the steps below to e-file the late 1099 forms. QuickBooks will allow you to do it up until April 30th (February 2 to April 30).
Any forms to be filed beyond May 1st will have to be done manually.
To file it, you'll simply want to go to the Vendors page then click the Prepare 1099s button. Ensure to select only the vendor with the late 1099 form. Here's how:
While you can still e-file the form, this will still be considered late by the IRS. I would recommend contacting them so they can assess the fees.

You can also check your filing status anytime and view previously field forms through your 1099 E-File account.
