how do I recover data from QB 2015

You can create a backup file (a .qbb file), which can be restored to a higher version of QuickBooks. If you don't have access to QuickBooks 2015 anymore, locate the working company file with a .qbw extension and use it to restore your data in a higher version.

You can still purchase the one time license for QBD 2021 or the subscription license for QBD 2022 to restore your files.
