You can try to resubscribe your QBO UK account using Paypal as the first step. Then signup for a new QBO Global version account for Mauritius

I've checked the QB version i've initially subscribed to, indeed it's the UK version.
Since my account has been suspended due to payment issues , i'd like to know what's the next step to recover my account and to register it for the Mauritian Version.

As I know, you don't need to enter any UK address to pay with Paypal. Do you have a Paypal account?
no i don't. I was effecting payments from the company's credit card directly
