The General Journal (Ledger), also referred to as the Chart of Accounts, can be accessed in QuickBooks Online by navigating to the Accounting tab on the left-hand side. Every transaction you record will affect one or more of these accounts. For a general, catch-all type of entry, I recommend using a Journal Entry. Here's how:
Recording a Journal Entry
From QuickBooks Online, click the Plus (+) icon > Journal Entry.
Fill out the form to include the information needed on the entry.
