Is there an API to do license procurement programmatically on QuickBooks?

I am a Tier-2 reseller of Quickbooks and would like to know if I can purchase Quickbooks programmatically via Quickbooks published APIs (if they have them).

Can I call a Quickbooks API to find out more about the product with pricing, click BUY, sign EUAL and pay for it all done within a program driven by our reseller portal?
