We are also receiving the same issue when logging in. The problem is even the main/administrator account is not allowed to login. Having the same "Your administrator has not granted you access to
QuickBooks Online Plus. Please contact your system administrator with any questions." I have the system administrator access to the online system but still cannot login.

There is a possibility that the user invitation was not acknowledged reason why you're getting the error. Sometimes the invitation emails can get sorted into the spam folder. If this is the case, please ask the new user to check their spam folder and make sure the invite isn't hiding out there.
