I'm trying to set that via Group Policy for the latter.

Another quick update:
I saw above that Intuit mentioned 64-bit Outlook.
I tested on a machine and confirmed it had R18_56 with 32-bit Outlook, and the option did not show up.
I uninstalled Office 365 and re-installed as 64-bit, and it then DID show up in Send Forms.
So it seems R18_56 dropped support for 32-bit Office, at least with Outlook??
That is a major breaking change that needs to be communicated before pushing out, and ABSOLUTELY needs a change log or a notice of some sort?????
Verified Solution: First, this is insane. QB charges way, way, too much to have this type of ridiculous problem and not inform anyone. Second, the send form area should at least have a message that says "Outlook 32 bit has been removed - please use 64 bit". That would have saved us all a great deal of time and effort.
I was seeing this with multiple clients across random computers and sure enough it's related to the 32 bit Office applications. Repairing QB errors on most of mine for some reason...regardless I tried absolutely everything from new profiles to repairing 365 and quickbooks and the problem persisted.
I uninstalled Office 365 32bit and reinstalled 64bit and boom...done. Took 5 minutes. No further issues for a week now. Thanks Intuit for f***** up my holiday. For those who might wonder why some random computers are still on 32 bit 365 it's due to the fact we image computers when upgrading hardware instead of reinstalling from scratch. If the user is experiencing zero problems it's a hell of a lot faster these days to bare metal restore to new hardware and keep going.
I too lost Outlook.
When I ran the repair function, I get error message 1334 that says 'The file header_ef_all.gif cannot be installed. Insert the QB CD and retry.' I have no cd. I downloaded the program. Do I need to burn a cd of the downloaded installation files?
How old school.

The error message 1334 typically occurs when QuickBooks is unable to locate certain installation files required for the repair process.
Since you’ve already downloaded QuickBooks, there’s no need to burn a CD for the files. Instead, you’ll need to uninstall and then reinstall QuickBooks Desktop to resolve the issue.

64-bit definitely does fix it, and I am very frustrated that there is still 0 communication on this from Intuit.
It shouldn't take a handful of users on a community thread to determine this, after a random update released right before Christmas, with no change log.
On one of our computers, we have 365 64bit installed and it still has the same issue, every morning we have to do a install repair to get it to show up in Send Forms, However, one of our other computers with 365 64bit has worked with no issues.

@labels1 Well that's odd, and kinda breaks the theory a bit.
Can you check what build of Outlook is on each machine?
This computer didn't happen to have office 365 32bit on it before the 64bit? We had a few like this...where the original installation was 32bit and even though we uninstalled and reinstalled 64bit it never acted right or thought it was 64 bit. I believe junk remains and causes problems so you may be looking at a format...

For the entire month of December the latest patch has broken our Outlook as well.
I've had to do a repair install AKA downgrade 5 times now for weekly payroll emails. Which is more annoying with payroll update OT tracking nonsense.
It's a global program problem with both QB 2023 + 2024 on their respective latest patches.
We are on Quickbooks 2023 Desktop. Office / Outlook 2019 32 bit.
R17_19 = Working Outlook
R17_33 = Broken Outlook
QB 2023 latest version is the R17_33. Doing a repair install downgrades it to R17_19.
Which then has to download payroll tax tables again.
THEN THE ABSOLUTE BS OF INTUIT FOR A COMPANY'S IT DEPT. TO NOT BE ABLE TO CONFIGURE UPDATE SCHEDULE. ONLY WAY I KNOW OF IS TO HACK C:\PROGRAMDATA\INUIT FOLDER TO READ ONLY BUT THIS IS EVEN FURTHER COMPLICATED AS FOLDERS WITHIN THERE ALSO GET THEIR PAYROLL TABLE UPDATES. THIS IS WHY I HAVE REPAIR INSTALLED 5 TIMES.............

My version is over 20 years old I don’t have disc I would like to put this on an online account. It is run thru account t and I only have 2 to 3 entries a month

Since you don't have the disc for your version that is over 20 years old and want to move your entries to QuickBooks Online (QBO), you can use a trial version of QuickBooks Desktop (QBDT) to do so. Here's the link: Download a 30-day trial of QuickBooks Desktop.
You can also use the online migration tool. If you don’t have QuickBooks Desktop 2022 or newer, open the online tool for your version, then upload your company file:

Please ensure you have a backup copy of your old QBDT file (with entries). Also, make sure you have a QBO account before migrating, and take note that you have 90 days from the time you create your QuickBooks Online account to move your data.

I removed Office from the computer running 64bit Office (it had the same issue), reinstalled it, and that machine is now working again with full Outlook functionality. That makes me think remnants of an old 32bit Office install were still causing a conflict.
On our other machines that are still on older 32bit Office, the problem remains unless we downgrade QuickBooks. What’s strange is that Excel exporting still works on those computers only Outlook is impacted.
Honestly, it feels like QuickBooks and Microsoft are nudging customers into upgrading everything (Office and Windows 10 → 11). Microsoft extended Windows 10 support for another year, but it’s pretty clear 2026 will come with a big push to upgrade everything.
@labels1 Just want to note real quick that Windows 10 support has not been extended for year, rather, you have the ability to purchase Extended Security Updates (ESU) for Windows 10 (or there's some way to do it for free for Home users and a Microsoft account).

This issue isn't tied to the configuration of a individual user. Why do we have to contact support individually to find out if or when this issue has been resolved? This is affecting a large section of your user base and this is a support forum. Can you please just let us know the status in this thread? Why be obscure about it?
It appears that they fixed this issue as of this morning with version R18_59. We are using QB 2024, hosted by RightNetworks with Outlook 32-bit and it is now allowing me to select Outlook as a send method.
Release 18_59 worked for me too last week. But today my Outlook is not working again. I was happy.
Now with QB desktop Release R18_59 exporting reports to Excel no longer function. Only can export to csv. Not sure if this is related to the 32 bit issue; which is what I have for both Outlook and Excel.
