We can fix network issues and company files with QuickBooks File Doctor.
You'll have to close QuickBooks first. Then, download the most recent version (1.5.0.0) of the QuickBooks Tool Hub. Afterward, save the file somewhere you can easily find it. Once done, continue with the steps below:

File permissions or network issues were not going to provide a resolution.
Fixing those still doesn't click "Start Scan" and "Ok" to the message in the DB Server Manager, so I created 2 windows scheduled tasks to run at logon to start it and use an autohotkey script to click the 2 buttons, then to lock the screen.
