If you use QuickBooks Payments, your account information is updated in QuickBooks Bill Pay from the Payments profile. While subscription fees are charged at the beginning of your billing cycle, Bill Pay processing fees are charged at the end of your cycle, based on the number of payments processed in the preceding month.
When you schedule an ACH payment, you may see a notice about processing fees which may apply. This amount is determined as of the withdrawal date, not the date you scheduled your payment for a bill. It's also based on how many payments were successfully processed in that billing cycle.
Processing fees are only paid for transactions that exceed the number of ACH payments included in your Bill Pay subscription in a month.

QuickBooks Online Bill Pay lets you pay vendor bills directly from QuickBooks Online via ACH or paper checks. You can schedule full or partial payments, and bill statuses update automatically. Vendors get email notifications about payments. Note: it's available only for U.S. users.
Be aware that Intuit charges an astronomical 1% on ACH payments. Paying a $5,000 bill, that'll cost you $50! Third-party payment platforms like Bill.com and Melio only charge a flat ~$0.50 per ACH. Bill.com will also cut and mail checks to your vendors for $1.99 if you want. One of our business checks was stolen out of the mail or by an employee at one of our vendors. They created and wrote fraudulent checks with our routing and account numbers. It's nice knowing that the checks paying bills don't have your bank account and routing number on them. I have no affiliation with Bill.com or Melio, I have just used Bill.com for many years and have been happy with them.
