Yes, I understand the importance of the SSN for 1099.  But, what if a vendor has not responded to multiple attempts to get a W-9 or SSN?

As usual, thanks for an amateur hour non-answer that does nothing to help your user.  You absolutely CAN file a 1099 w/out SSN or EIN, just not with QBO.  I use Track1099.  They are reasonably priced and have actual support if you need help.  I've used them for three years now.

Yes, but not in QBO.  Try Track1099.  It's not expensive and you get around the dumb rules in QBO that have nothing to do with the IRS.

Can a 1099 be e-filed without ein or ssn?

I have a vendor that won't give his social.  What I'm finding online is that you can manually fill out a 1099 and write "refused" in that blank.  It's a pain that we can't do this through QBO.  I can get it to let me enter a dummy ssn, but I'm hesitant to e-file it that way.

I use Track1099 too.  It has an option for submitting without a EIN and explains that the IRS will be requesting one from you later.

For a client who uses QBO to submit 1099s, I just put in a dummy SSN for the one contractor who wasn't available to provide the information.
