We are having the same issue. We were able to back out the update and now our payroll will not withhold any taxes, social security or Medicare.

We did a company rebuild and then did the payroll update and it seems everything is working normally again.

I went through the identifying phase, but clicked out of the rebuild. Payroll worked on two separate companies at that point. Thank you!
I'll leave this here in case someone else has the same issue, payroll crashed after OT wage update. We have Quickbooks Enterprise Solution: Contractor 24.0 version. We have multiple users. What we did that worked for us was login under QB Admin under single-user mode and do the payroll update: Payroll Center -> Payroll Updates-> Select Download entire payroll update-> Update. Restart QB.
We had same issue. We have QB Enterprises Solutions : Contractor 24 version. We have multiple users and it forced the payroll update, tax version 22601, on each user then payroll crashed every time when trying to start a scheduled or unscheduled payroll. What worked for us was logging in as QB Admin single-user mode and downloading the entire payroll update. Once the update was complete, restarted QB, and everything worked fine.
