How does one modify the registry?
It is not recommended to modify the registry if you are not familiar with it. Otherwise, type cmd in the toolbar search field to get C>. Then type regedit.

Logon as any administrator level user (if you are using a standard user and elevating for updates)
Run WordPad. (Not Notepad because Windows autosaves notepad files)
Type some random characters in the WordPad
Restart the computer but when it prompts to shutdown WordPad, say no
That will clear the "reboot" flag and you can run QB
Ask me how I know.
Edit: I know because I encounter this problem all the time at my several sites running QB desktop. (I also found this to work after multiple reboots.)
From Reddit, this fixed my rebooting endlessly problem:
