Hello, FARMERROGER.
I'll share the solution to help us resolve the error code 405 and I'll make sure we'll be able to enter your contractor bill.
A cache-related problem is likely preventing you from adding a contractor bill, and causing the error code 405.
We can rule this out by using an incognito or a private window. This is perfect for spotting any cache-related issues in the webpage. Here are the shortcut keys:
Log in to your QuickBooks Online account and add the contractor's bill again.
When you're able to do so, go back to the regular browser and clear the cache. The steps for each browser can be found here: Clear cache and cookies to fix issues when using QuickBooks Online.
This will remove the data that's causing the error code and preventing you from adding the bill.
Close out any browser instances to complete the browser. This will let us use it with a clean slate.
Though, we can also use another supported browser as an alternative.
If you need a bit of help taking care of your 1099s in the future, we can bookmark this article: Create and file 1099s using QuickBooks Online.

I was able to create an alternate id and signed into QB. Still got error 405 when tried contractor. Then I used
Google browser, signed into QB and contractor and still got the error code. It does not seem to be a browser problem.
Thanks for the help
Roger
