I am attempting to restore company data from one QuickBooks account to another, however this only seems possible if importing from a desktop client.

Let me point you in the right direction on how to transfer your QuickBooks Online (QBO) data to a different account, 000112.
We'll need to make a copy of your current QBO Advance company and use it to start a new one. Both companies must have QBO Advanced accounts to complete this task. The source company containing all of the data will be referred to as Company A, while Company B is where we download the data.
To begin, let's create a copy of Company A. We’ll call this blank company file Company B (it should be empty) and then overwrite it with Company A’s information. Then, enable the Online Back-up & Restore feature for the companies you want to make a copy of and export data to.

Next, turn off automatic backup for Company B only. Then, deactivate all automation settings in both Company A and B. Follow the steps below to carry out the task:

We have a slightly different situation. Company B sits within a different subscription (different QuickBooks login account). Is there a way to copy a backup of Company A from one subscription to another?
You may have 3 ways to consider:
1. Utilize a migration tool
2. Purchase a 3rd party migration service
3. Convert your data to a QB Desktop file and convert it back to the new QBO account. You will find some data differs between QBO accounts due to limitations of the conversion process.

You are correct that QuickBooks Online's native functionality does not currently provide a direct method to import or restore data from one QBO account to another, as this feature is primarily available for QuickBooks Desktop environments. However, SysCloud is actively developing a comprehensive solution that will enable administrators to copy backed-up data from a source QuickBooks Online company to a destination company, supporting full-company, object-level, and item-level restore options.
