Why won't landed cost add to the bill?

I know landed cost won't add to a bill when a period has been locked.  Are there any other reasons?  I go through the steps and it just disappears.

Why won't landed cost add to the bill?

Your answer did not help.  I even called Intuit and talked to customer service.  I shared my screen for them to see the problem and they weren't able to find a solution.  But I have found the answer.....

 

If there is a special character in the bill which is having the landed cost added to it, landed cost will not add.  It just disappears.  For example, in the description of our bill we had the Euro sign € which caused this problem.  Once the Euro sign was deleted from the description the landed cost now adds to the bill.
