Payment pricing for making or receiving funds?

The QB website does not make it clear if pricing (e.g. 1% for ACH) is to make or receive payments. Does anyone know?

The pricing rates you see on the QuickBooks website for ACH are intended for money transfers from your customer account to your bank account.
