I was able to solve it bypassing some settings. Turned out with Amex QB need to add all credit card users separately. We had 2 cards and one of them was not synced with QB . I re arranged both cards in chart of accounts to be sub-accounts of main Amex top account and connected both. That solution only good for transactions, the payment to CC company will be an issue or would need to be split. This is not ideal .
