We are trying to migrate to another version of Quickbooks Online. When we tried to setup the Merchant Services we got denied. We have been using Merchant Services for years on the other QB version. Can not get anyone to tell Us why we were denied and we are sure it is just a mistake in the application. All the customer service people try but they all say they can not see what the "back office" sees and does. I understand that fraud is bad but there is no fraud here. Just trying to move from one version to another. Can anyone tell me how to talk to someone to figure this out?

If you already have an existing merchant account, there's no need for you to set it up again. Instead, you can sign in or link merchant service to QuickBooks Online (QBO). This way, your customers can pay for their invoices online.

Merchant services were denied because I have no SSN.
I have funds already paid by customer, tell me how can i refund them so Customer can pay me in another way.
Just tell me how to refund the customer as I can not connect to merchant services because I wan denied
How did you receive the payment but your QB Payments account was inactive?

Since you don't have an SSN, you'll need to use a third-party payment processor to enable businesses to accept online payments. To find such payment apps, go to the Apps tab on the MENU page in QBO and search for available apps that allow online payments without requiring SSNs.
