(Error code: -81604, type: VALIDATION_ERROR)
What shall I do?
Try opening your QBO account on any private/incognito browser.

Thank you for reaching out to the QuickBooks Community! Let's go ahead and open a private browser to see if this is browser-related. Here are some shortcuts for you depending on your browser:
Go ahead and relog in as the primary or admin into your QuickBook Online and upgrade your plan once more. If you are able to do this, this would indicate your cache needs to be cleared from data corruption. Depending on the browser you have, follow this link to clear those cache.
Another solution would be to use a completely different browser and log in to test this as well.

I am having the same issue and would like to upgrade. I've tried clearing the cache/cookies, also I've tried using a different browser and incognito mode. None of those work unfortunately. Thanks.
