Unfortunately I followed all the steps but am still getting the same error 2147467261

Since the steps above didn't do the trick, I recommend reaching out to a member of the QuickBooks Desktop Support Team. Agents have specialized tools, such as the ability to share your screen, that will allow them to take a closer look to determine what's causing this issue with the backup. Here's how to get in touch with the team:
1. Go to Help, then select QuickBooks Desktop Help/Contact Us.
2. Select Contact Us.
3. Give a brief description of your issue, then select Continue.
4. Sign in to your Intuit account and select Continue and then Continue with my account.
5. We'll email you a single use code. Enter your code and select Continue.
6. Select to chat with us or Have us call you.

Did you ever get this resolved? I have been on the phone 3 separate times with Quickbooks for four hours each time and it still isn't resolved.
If you are still needing help with this, we were able to get it working by logging out all users more forcefully and use the QuickBooks repair tool. Not sure if the repair tool really did anything. For logging users out we modified the permissions for all users except the admin user and synced with AD on each QuickBooks user's workstation after removing privileges. Then logged in with the admin user on the server containing the Company File and ran the repair tool on the installation on that server.
- On the machine with the company file being stored locally
- Only one user with access. Logged in as that user.
- Run repair and checked tasks to make sure Company file is closed
- Run Data Protect backup from the server
- After success, restore user privileges
