I understand how important to add columns in the Pay Bills window. However, this feature isn't available in QuickBooks Desktop. As a workaround, you can add the description to the memo of the bill. Here's how:

Can the memo be viewed in the "select bills to be paid?"

The information entered on the Memo field can't be viewed when paying bills in QuickBooks Desktop (QBDT). If you wish to, you can run a report for your open bills to view the memo added from there. Just add the Memo column when customizing the report/s.
