In the meantime, you can utilize your bank's transfer service such as Bill Pay for QuickBooks Online (QBO) to pay your contractors with foreign accounts.

Are there fees involved?

The fees will depend on the Bill Pay application you want to use in QuickBooks Online (QBO).
If you're referring to the Online Bill Pay service, there's no monthly subscription fee, but the charge is per transaction.
For the Bill.com app, there are multiple plans per month for each user. Additional transaction fees will also apply.

If you're referring to the third-party application, I'd suggest contacting their dedicated support team to know more about their fees.
In case you want to use the first option, I recommend signing up for it. This way, you can make vendor/contractor payments from within QBO easily.

The contractor is Canadian with a US bank account. I cannot get past the screen that asks for their social and address, but the bank is added. How do I get past this?

We're unable to enter a non-U.S. person in your QuickBooks Online version. However, you'll want to enter a dummy Social Security Number and the business address in the meantime so you can get through it. For the forms you might be needing to file for the contractor, I recommend getting in touch with the IRS to make sure that you will be filing the correct ones.

I have an International Contractor that has a US bank account and I want to pay her via direct deposit through QB, it appears I can't put any international data in the system, not even a phone number. Please advise.

As an alternative option and to also avoid sync errors when adding a multi-currency vendor, bill, or payment, let's turn on the multi-currency feature.
Once done, you can already wire payments to international vendors. Here's how:
