Price level is available in QB Desktop. You may utilize Price Rule

In QBO, the Price Rule feature is only available in Advanced and Plus but not available in Essentials and Simple Start.

If you are using QBO SS or Essentials, consider an inventory management app with price level feaure to integrate with your QBO.
