I've tried the steps to create a sub-customer in my QBO test company and I can successfully use the Enter parent customer drop-down arrow. This may be a browser-related issue. To fix this, let's access your QuickBooks Online account using a private browser. This will prevents storing cache and cookies that might cause problems when running Intuit sites.
To open a private window, please follow the keyboard shortcuts below:
Once signed in, go to the Customers menu to create a sub-customer. Here's how:
If this works, go back to your regular browser and clear the cache. This will refresh the background processes of your browser to prevent problems when accessing websites.
If you get the same result, I recommend switching to a different browser. It could be that the one you're currently using has a temporary issue with QuickBooks. Using a different updated browser in the meantime will allow you to create a sub-customer.

Thanks. Not using browser, using app. But anyway, it has mystreriously started working again. Not sure what triggered it to work as I had been in and our of app multiple times.
