The option to view attachments without automatically downloading them is still available in QuickBooks Online (QBO). Also, please note it's dependent on the supported file type of your attachment.
You can view them in the customer's transactions under the Sales menu. Here's how:

This worked ok until it didn't. It looks like capability to view PDF file attachments in this way was canceled around November 14th. We can still view the attachments in entries done before November 11th. We would like this function returned so we can view and check attachments during and after they are created.

I am also experiencing the unable to view an attachment issue. I now have to download the attachment to view it. This is a serious inconvenience. Please advise if this issue will be resolved. Thanks!

I understand the inconvenience of not being able to preview attachments when you click on them. Like what JamaicaA said above, I suggest contacting our QBO Support to check your company file using more tools.

It is January 8, 2023 and apparently this issue has not been fixed. We are quickly approaching tax season and obviously we need to view the source documents without downloading them into our computers and then opening them in browser or desktop from that download. Why has this changed? It has been standard to view the documents directly either from the transaction page or from the attachment list for years!
Please elevate this needed correction of something that worked perfectly until this last November.

I can't imagine how you feel as tax season approaches. I'll provide you with some updates about viewing attachments without downloading them.
We receive reports between mid-October and November that some customers require the attachment to be downloaded to view it. This issue has been fixed and is no longer occurring with the newly uploaded attachments. You can now view the file without having to download them.
For affected transactions, you can remove and re-attach the file to fix it. Please follow the instructions in this resource for your reference: Add or delete attachments in QuickBooks Online.
