Yes, those features are still available in QuickBooks Commerce. However, these functions can be seen and used if you've initially purchased QuickBooks Online with the Commerce bundle.
To elaborate my colleague's reply, QuickBooks Commerce has been discontinued and no longer offered (which includes the standalone and the bundle offers).
I'll also mention that since the video is from a year ago, the features and interface may be different from the last update (before Commerce was discontinued).

So, does this mean that for new customers (like us), if we were to sign up now, we wouldn't get access to those sections highlighted in my screenshot?

You're right that you won't be able to access the sections or features you highlighted in your screenshot since they've already been discontinued.
Also, yes, those sections were initially available when QuickBooks Commerce (formerly TradeGecko) was still functional.
