QuickBooks would attempt to use the last billable rate when entering new Weekly Timesheet. If you have set multiple rates for this employee it will apply the first billable rate used.
You'll want to use the Copy last Timesheet feature as a workaround. This is located at the bottom part of the Weekly Timesheet window.
