for example, When we end the booking of Dec and we need to add an another journal on Oct, but the trans# and Num would not be in sequence if we sort by date. Is anyway to reset the trans# and Num as our client really care about the sequence and we need to restore to back up every time to do the update if it across months.

QuickBooks Desktop lets users achieve a variety of things including turning off the sequence number of journal entry. Please make sure that Automatically assign general journal entry number is turned off under Preference before we continue. Proceed as follow:
Once done, you should be able to create journal entry without the sequence number.

You cannot change the Trans#, which is a sequentially assigned number series that applies to all types of transactions, not just Journals.
You can control/reset the default Journal Doc Num assignment by recording a new Journal with the desired number. After doing that, the next Journal's Doc Num will be that plus one. This is how QB works for Invoices, Checks, and some other types of transactions where the numbers are assigned in sequence automatically.
