I'd like to set up a budget for my company. Instructions say to click the gear icon and select Budgeting under the Tools menu, but it's not there. What am I missing?

Thanks for posting in the Community. I'm here to lend a hand with setting up a budget in QuickBooks Online. 

Just to confirm, you're not seeing the option for Budgeting at all, correct? I'm including a screenshot of where the option should be in QuickBooks Online: 

When a user experiences unexpected behavior, such as missing options, it's generally recommended to begin with browser troubleshooting. One suggested step is clearing the cache in your browser. Cache is stored to speed up loading times, but too much can interfere with processes. The following article contains additional information and steps for supported browsers: Delete or Disable Cache and Temporary Internet Files in Your Web Browser.

Please also be aware that budgeting is only available in QuickBooks Online Plus. I'm including an article with additional information on this: How to Create, Edit, and Manage Budgets.
