You'll see a Bookkeeping option in your left navigation bar when using the Business view. If you're not seeing it, you're currently on your Accountant view.

The steps outlined by my colleague above should enable you to obtain the option of navigating to the Bookkeeping menu. Since you’re unable to proceed to your accounts window, I suggest performing browser troubleshooting.
Your browser may have loaded its historical cache due to visiting several websites. To fix this and allow you to carry on your business tasks, I advise you to run browser troubleshooting.
To start, please open a private window of your browser to get started. It pinpoints the cache that frequently results in strange behavior from browsers.
Here are the keyboard shortcuts to open a private browser:
Once done, proceed to clear the cache in the browser to prevent this from happening again. If you have another supported browser, you can choose that instead.

Problem still exists. The only bookkeeping tab I can enter is "Live bookkeeping" regardless of the view (accountant or business view).

Thank you for joining the conversation. Let me provide details as to why the menu is not available on your end.
The Bookkeeping menu is being rolled out to new QBO companies, but it will eventually be available to all QuickBooks Online companies. You just have to be on the Business view so it appears.
Though the said menu isn’t available on your end yet, you can access the sub-menus individually even in the Accountant view. Here’s the list: Rules, Chart of accounts, Tags, My accountant, and Reconcile. I also added a picture below for your visual reference.
