You'll have to sign up first to Online Bill Pay before you'll able to see this option in your QuickBooks Online. Once signed up, you can access Online Bill pay from several locations in QuickBooks.

I don't see in in my account either but the other admin on the account can. Why would that be?
Is it possible that he signed up for a trial and that trial only works on his sign in as compared to everyone in the organization?
Follow up question: do I then to sign up for a trial to see how it would work?
I'd assume if one of the admins got the trail that the whole organization would be able to see the Bill pay online option

@Anonymous's answer is correct and handy. And I'd be glad to add a few things so you can see the online bill pay option.
This option can only be seen by the online bill pay users. For you to be able to see the option, you'll need to sign up first to Online Bill Pay. This way, every time you log in to the account you can see the option.

@Mark_R I do understand that but as I mentioned the other admin on the account signed up for the trial so that we could see it and I am still not getting access to it.

I recommend contacting our QuickBooks Customer Care. This way, they can investigate further why you can't see the online bill pay option and fix it for you.
