How can I import my Amex credit card charges each month to the Amex account in Chart of Accounts so that these charges do not have to be added manually after each monthly cycle? I am using QB Desktop for Mac 2022.

I can share the steps you need to import your credit card transactions in QuickBooks Desktop (QBDT) for Mac.
The QBDT for the Mac system will only accept imported (Web Connect) files with a .qbo extension. You can download your credit card transactions from your bank using this file type.
Once downloaded, you can follow this step-by-step guide to import them to your QBDT for Mac:

When I carry out the outlined steps to import my monthly AMEX transactions attached is the screen that appears when I attempt to import the .qbo file. The step where I "select American Express and press continue" does not present. What am I doing wrong?

If you’re importing a .qbo file for the first time, ensure you already set up Web Connect. If it's already set up, let's edit the account in question. Here's how:

Discover tells me you changed your policy on downloads and therefore does not give me a .qbo file. How do I download from Discover Card?
I've got an alternative on how you can import transactions from Discover to QuickBooks, NdTecLLC.
You may need to look for a third-party application that can integrate with QuickBooks Desktop and lets you do the tasks to import your transactions. Please check out the apps compatible with QuickBooks at this link: QuickBooks Desktop App Center.
Once transactions are in, you can add and match Bank Feed transactions in QuickBooks Desktop to ensure they are categorized accurately.
Moreover, check the reconcile an account in QuickBooks Desktop to ensure everything matches and the amount are balanced and accurate.

I can get .PDF, .XCL, .CSV
I imported the credit card transactions and began to categorize them. I then exited before finishing and now I can't find the transactions to go back to to complete the process, however if I try to import again I'm told there are no new transactions. This is on QB Desktop for Mac. Please help!

Since your transactions were already imported into QuickBooks and displayed on the Downloaded Transactions window, I'd recommend running your Banking report to identify if they're still present.
Here's how:
Review the report and confirm if your transactions are showing up. If they are, open each of them and check to verify they're categorized properly. In the event they aren't there, you'll need to re-import them using the steps from FritzF's post.
