I've seen similar posts today about Pay Bills not working, terry.
However, I haven't received a report about this yet from our Product Engineers. For now, you can log in to your account using a private browser. Then, try if you can use Pay Bills from there.
If it works, clear the browser's cache and cookies on your regular browser. It helps remove historical data that impacts processes while working with QuickBooks.
After that, you can pay bills again in QuickBooks. If it still not letting you pay, I suggest contacting our QuickBooks Online Team so they can create a case to investigate the issue. Doing this will help us track how many companies are affected by this.

Additionally, if you're unable to pay bills online, you can manually process them outside of QuickBooks. Then, record the payment in QuickBooks.
